Socio-economic problems faced by people in the modern era is very complex, so on the basis of strong religious beliefs, the Islamic reformers eager to present Islam as an alternative power in the face of socio-economic problems of the people.Besides the face of attacks from critics and the impact of Western culture, the Muslims are also dealing with the West with its status as a colonized nation. Refreshment and renewal of religious thought, and the presence of a number of reformers in the Islamic world is a necessity. Without it, it will result that can not be imagined for the future of Islam and Muslims, that Islam as a religion, in time they will be abandoned by adherents. Therefore, Islam is perceived as not able to answer the problems that occurred in today's (modern).After independence was achieved by almost all Islamic countries are colonized, the reformers sought to organize all aspects of life, whether economic, social, political and cultural. Because of these problems, the Islamic view of economics shrank into a sub-set of a series of ethical economic outlook about life in general.Sjafruddin Prawiranegara as one of Indonesia Islamic reformer in the economic field, trying to pour thoughts of Islamic socialism as an answer to the socio-economic problems faced by Muslims in Indonesia. On the basis of strong religious convictions, Sjafruddin intends to present Islam as an alternative power in the face of socio-economic problems of the people. He argues that the Republic of Indonesia which is based upon the belief in God Almighty, always upholding the principle of the divine in all areas of life. Therefore, although the set of social welfare, seem socialistic principles of thought (article 33), but the state of the Republic of Indonesia is not an anti-God state socialist, but socialism is based on religiosity.So when quoting Alexander Miller in his book The Christian Significance of Karl Marx, Sjafruddin asserts that there is a deep gulf between the ideology of Marxism with religion whatsoever. Therefore, it should be known by people who call themselves communist or socialist, that the fundamentals of Marxism was that important of which is historical materialism, totally at variance with the schools of divinity from every religion. Religion is considered by Marxism as a myth which is only used by some people and groups to maintain his position and conceal his crime.

Religious Socialism nor the law of dialectics, but he appeared as the demands of conscience, as a social life that ensures prosperity for all people, providing equitable prosperity, free from all kinds of oppression. (Nurcholish Madjid, 1989).Sjafruddin religious socialism based on the goal of human life are gathered from the verses of the Qur'an and Sunnah. First, the purpose of human life will not pursue material prosperity, but to seek Allah Ridlo. Second, related to the purpose of human life, Islam teaches that these objects is just a mere tool, which will help people to live and serve his Lord.Third, in the Qur'an and the Hadith there are so many statements, that the property must be spent in the way of God, namely for purposes that are beneficial to human beings. Fourth, God's command not to be afraid and hesitant to spend the wealth ends blessed God, the goals that are beneficial to mankind, accompanied by the promise of God in the Qur'an (Surah al-A'raf: 96 ) and (Surah al-Baqarah: 261).Act of 1945 also mandates that development is carried out by the Indonesian nation must continue to maintain the values ​​of religious morality as its foundation. STRATEGIC PLAN OF ARRANGEMENT
GOVERNMENT IN ENVIRONMENTAL EDUCATION
(Reference No. Inmendiknas: 1/U/2002)

I. RATIONAL Many ways in the preparation of strategic plans of an institution in accordance with the concept developed by management experts, but if an institution already has a predetermined reference should be referenced as a primary reference. Theory and the concept of strategic plans largely born out of the business concept, for example: IE (Internal-External) matrix, SPACE (Strategic Position and Action Evaluation) Matrix, Grand Strategy Matrix, TOWS matrix and BCG, and the establishment of alternative strategies can be used QSPM ( Quantitative Strategies Planning Matrix). Systematic development of the writing plan possible strategies to be developed more detailed and more comprehensive, it is highly dependent on the readiness of the team making up the agency strategic plan. In the strategic plan document needs to be accompanied by strategic planning in the form of the PS matrix which follows the format issued by the Institute of Public Administration (LAN). The matrix has been composed in such a way so as to facilitate the preparation of performance accountability of government agencies in the form of performance reports. Preparation of an agency strategic plan to be considered is the existence of a close connection between strategic planning and performance reports, so the officers of the report of accountability will easily see the connection between the two. By this logic it can be concluded that the accountability report is a benchmark of the success of the agency strategic plan. Hopefully the technical explanation of this strategic plan document preparation can help the agency strategic plan drafting team to understand the preparation steps. Finally, with the hope that the preparation of strategic planning at each institution have the same perception and did not rule each institution to develop in accordance with the dynamics that occur in each environment. 

II. CONCEPT OF STRATEGIC PLAN 1. Understanding. Strategic plan in management theory known as "strategic management". The concept of strategic management is often used in the business world. And in modern management systems implement the concept in an organization is more commonly referred to as "Strategic Plan" or a planned strategy or disesain accordance with the existing environmental conditions. Here are some management experts describe the sense of strategy: a. Strategy is an ongoing response or adaftif of the opportunities and external threats and internal strengths and weaknesses that could affect the organization (Argyris: 1985, Mintzberg: 1979, Steiner and Miner: 1977). b. Strategy is a very important tool for achieving competitive advantage (Porter: 1985). c. Strategy is the motivating force for stakeholders, such as debtholders, managers, employees, consumers, communities, governments and others, either directly or indirectly receive the benefits or the costs incurred by any action taken by the company (Andrews: 1980, Chaffe: 1985). d. Strategy is an action that is incremental (constantly increasing) and continuous, based on the point of view about what is expected by the customers in the future (Hamel and Prahalad: 1995). e. Strategic management can be defined as the art and science of formulating, implementing, and Evaluating cross-functionals That enable an organization to Achieve its objectives (Fred R. David; 2003) From several experts expressed the sense that management is basically explained that this strategy implies-penertian as follows: a. Long-term goal is to achieve competitive advantage. b. Adaftif which is a response to conditions that will come. c. Is a continuous activity that is always increasing. d. Which is always oriented to the customer / SAMPLES. e. Is a motivating force for the organizers and the community f. Always starts from the opportunities and threats, strengths and weaknesses g. Always set of what can happen and not what happens h. Is a blend of concepts and art in formulating, implementing and evaluating in order to achieve organizational goals. 2. Planning functions. a. Translators Public policy: Public policy is set by the leader, need to be translated in a concrete, clear, and the gradual comprehension. b. Estimates are forecast: forecast future scientifically analyzed based on facts and data of past and present c. Functioning economy: resources are limited, the utilization need careful planning as needed d. Ensuring an activity: a plan that governs the rights and obligations, duties and responsibilities and their authority, so that staff will work with full certainty. e. Tool coordination: coordination is an important activity in the implementation of management functions in achieving the objectives, terms of employment with another one, when and how the implementation, so that it becomes an integrated and harmonious f. Equipment / facilities supervision: the manager to determine if an activity has been carried out with satisfactory results, the realization of appropriate / not. 3. Kind of planning. a. Viewed from the side of time: 1) Long Term Planning: planning still shape the outlines of which are very strategic and general, a plan to reach a 20 - 30 years into the future. 2) Medium-Term Planning: Long-term planning is broken down into several stages of the implementation of the medium term, each tailored to the priority phase, with a span of 3-5 years. 3) Short Term Planning: a maximum period of one year, maybe a month, quarter, or mid-year. Planning is more concrete, detailed, measurable and clear objectives, scheduling, methods and resources. b. In terms of levels of management: 1) Strategic Planning: the art and science of making, implementation, and evaluation of strategic decisions between functionality that enables organizations to achieve goals. 2) Operational Planning: is part of the strategic plan, leading to more functional areas, specific and short-term nature. 4. Approach Approach in planning an organization according to (Hussein Omar: 2001) there are several approaches, namely: a. Approach Top - Bottom (Top - Down Approach): Planning made the leadership, the unit perform live underneath. b. Down Approach - Top (Bottom - Up Approach): Leader gives an overview of the situation and condition (vision, mission, objectives and resources), gave authority to the unit below. c. Mixed approach (Combination Approach): Leaders provide planning guidance in outline, detailed plans submitted kpd creativity unit underneath. d. The group approach (Group Approach): Planning is made by a group of experts, usually Bureau of Planning. 5. Stages of Strategy According to (David: 2003) "The strategic management process consists of three stages: strategy formulation, strategy implementation, and evaluation strategy. Basically, the strategic management process follows three stages, namely: kebijakaan strategy formulation, strategy implementation and evaluation strategies. Strategic plan document will contain policies and the draft strategy implementation strategy, while the implementation and evaluation strategies in the form of government performance accountability reports (performance reports). The formulation includes developing a strategic vision and mission, identifying an organization's external opportunities and threats, determining internal strengths and Weaknesses, Establishing long-term objectives, generating alternative strategies, and choosing particular strategies to pursue. Most of the strategic plan document is a description of "strategic formulation" the broad outlines of an institution or organization. Strategy implementation requires a firm to Establish annual objectives, devise policies, MOTIVATE employees, and allocate resources so formulated strategies That can be Executed. The implementation strategy can be used as a strategic planning document attachments in matrix form or format, it will facilitate the preparation of accountability reports. Strategy evaluation is the final stage in strategic management, ... And three fundamental strategy evaluation activities are: a. Reviewing external and internal factors are the bases for That current strategies b. Measuring performance, and c. Taking corrective actions. Evaluation strategy will be an important part of performance accountability reports of an institution or organization. 6. Models of strategic planning. 

III. DEVELOPMENT STRATEGY RENSTRA. 1. Drafting team Drafting team recommended strategic plan is a representation of all work units that exist at the agency. CHAPTER I: INTRODUCTION A. Rational. Internal Environmental Analysis (ALI) and the External Environment Analysis (ALE). 1. Internal Environmental Analyst (ALI) Elaborate analysis of the internal environment is divided into two conditions, namely: a. Threats: outlines the conditions outside the institution which is a threat to the institution or at least would hinder agencies in achieving the vision and mission of the institution. E. Strategy policy approach. Strategy outlines the approach that needs to travel by way anallisa TOWS strategy, a strategy: S - O; S - T; W - O, and W - T and the formulation of such strategies can also be used as school policy. 1. Strategy S-O: Optimize the S and O, and so become a productive and effective strategy. 2. Strategy S-T: Optimize S and press T to become a productive strategy. 3. W-O Strategy: Minimize W and O, so optimize the strategies that can take advantage of opportunities in achieving the vision and mission. 4. W-T strategy: Minimize W and T or maintain the condition of W and T that can be minimized with this strategy. In formulating strategies TOWS matrix approach necessary skills and insight that is wide enough, especially regarding institutional policy is concerned, tupoksi institutions, the vision and mission. The resulting strategy is a macro policy of the school, therefore in writing to have broad coverage. The formulation of this policy will become a reference in the determination of agency programs, further decomposed into activities that are more detailed, realistic and measurable. F. Programs and Activities. Basically outlines long-term program in the form of activities - activities that should be done in achieving the targets. Pergulatan Negara, Agama, Dan Kebudayaan

Negara tidak pernah ada dan tidak seharusnya berurusan dengan kebudayaan. Karena kebudayaan karena seni hidup (The art of living) atau kehidupan sosial manusiawi (human social life) yang terbangun dari interaksi antar manusia individu maupun kelompok. Kebudayaan dengan demikianadalah representasi emansipasi manusia ke arah yang lebih survive. Intervensi negara atas meminjam istilah gusdur, birokratisasi kebudayaan  hanya akan memutarnya ke arah kebalikan, yakni pembekuan daya cipta masyarakat  yang sedang berada dalam perubahan besar-besaran.
Adapun hubungan antara agama dengan kebudayaan merupakan sesuatau yang ambivalen. Di dalam mengagungkan Tuhan yang mengungkapkan rasa indah akan hubungan manusia dengan Sang Khalik, agama kerap menggunakan kebudayan secara masif. Kita dapat melihat hal ini umpanya ikon0ikon, patung, jarya seni atau prosesi yang bernuasa agama kadang-kadang diangkat menjadi peristiwa agama. Hal ini menggambarkan aspek keindahan sengaja diperlihatkan sebagai upaya manusia untuk mengabadikan hal-hal yang dianggapnya paling menentukan di dalam kehidupannya.dengan demikian dapat dikatakan bahwa unsur kebudayaan yang paling penting dalam kehidupan manusia adalah seni.
Di sisi lain teologi dalam usaha menerangkan adanya Tuhan, dan bagaimana memfungsikan hubungan manusia dengan Tuhan, juga memakai unsur lain dari kebudayaan, yaitu pemikiran-pemikiran filosofis (mengenai agama) adalah sesuatu yang bersifat keagamaan. Di satu pihak tampak bahwa kebudayaan dimanfaatkan oleh agama, dan di situ pula terjadi proses penyesuaian antara kebudayaan dan agama secara utuh. Tetapi itu baru satu sisi. Sisi yang lain adalah sisi hubungan yang tidak serasi. Banyak peristiwa yang justru sama sekali tidak memiliki esensi agama dianggap sebagai perwujudan dari sikap beragama. Misalnya pembunuhan dan perampasan hak-hak seseorang  atau yang sering menimpa golongan minoritas dalam suatu kelompok sosial tertentu  menggunakan dalih penegakan norma agama. Jelas di sini antara norma agama yang ingin diterapkan dan kondisi manusia yang yang mengembangkan kebudayaan terdapat ketidaksesuaian. Padahal kebudayaan artinya meninggalkan kebudayan pada titik tertentu untuk sampai kepda titik tertentu yang lain.
Dalam perspektif Islam dapat dikatakan bahwa Islam dilahirkan sebagai agama hukum. Hukum  itu sebenarnya aturan, dan karenanya yang melaksanakan aturan dinamakan hakim. Aturan yang tertinggi, yang mempunyai kemampuan memaksa adalah undang-undang . di sini menjadi jelas bahwa dalam Islam, aturan main yang sudah dibuat oleh agama memegang supremasi tertinggi dan tidak ada yang boleh membantahnya.segala penyimpangan ditindak dengan tegas, norma agama dianggap abadi, harus ditegakan dengan segala konsekuensinya. Salah satu konsekuensi tersebut adalah penumbuhan aturan –aturan agama ke dalam aturan-aturan masyarakat, maka harus ada unsur pemaksa dalam undang-undang hukum negara. Di sini dapat dimengerti jika orang-orang Islam selalu menuntut pelaksanaan aturan-aturan agama secara tuntas di dalam kehidupan kaum muslimin melalui aparat negara. Dan di sinilah terletak pandangan konvensional Islam tentang pengaturan hidup.
Di Indonesia misalnya, sebelum kemerdekaan, gerakan-gerakan Islam pernah melakukan tuntuan serupa. Namun dengan segala kearifan para pemimpin bangsa ini, kelahiran Re[publik Indonesia tidak didasarkan syari’ah, melainkan kepada Pembukaan (Preambule) UUD, dimana masalah “Ketuhanan Yang Maha Esa” dipisahkan dari masalah syari’ah. Dengan kata lain, “Piagama Jakarta” (Kewajiban menjalankan  syari’ah bagi pemeluk agama Islam) tidak dijadikan pegangan, landasan atau ketentuan dalam kehidupan bernegara. Kenyataan tersebut  menunjukan bahwa kecenderungan atau keinginan  untuk menerapkan hal itu selalu ada. Oleh sebab itu, setiap pemegang kekuasaan pemerintahan di negara yang jumlah penduduk kaum muslimin cukup besar atau bahkan mayoritas selalu dipusingkan oleh tuntutan ini.
Baku-pikir (Mindset) orang-orang Islam tampaknya telah terpola demikian, sehingga mau tidak mau, Islam selalu dibuat berhadapan dengan kebudayaan. Dengan kata lain pola pikir demikian menciptakan suatu kesenjangan, bahkan ketegangan, antara Islam dan kebudayaan. Kenapa demikian, seperti kita maklumi, kebudayaan merupakan hasil perkembangan cara hidup manusia . dan kebudayaan itu tidak pernah statis, senantiasa berkembang, apa yang dahulu dipandang pantas, sekarang barangkali tidak pantas lagi. Sebaliknya apa yang pada msa silam tidak pantas, kini menjadi pantas. Apa yang dahulu konvensi, sekarang dianggap keanehan, tetapi apa yang dahulu aneh  kini malah dianggap konvensi.
Persoalan yang cukup pelik dewasa ini adalah bagaimana melerai ketegangan yang selalu dan sering terjadi antara agama (sebagai jaringan aturan) dengan kebudayaan (sebagai  proses perubahan). Tetapi yang terpenting bagi Islam kini adalah bagaimana kita membuat ukiran-ukuran mengenai apa yang harus dilakukan. Tetapi ironisnya pendapat di atas tidak hanya ditujukan kepada orang-orang Islam saja tetapi kepada siapa saja yang menginginkan kehidupan manusia yang bermartabat, sesuai dengan keyakinan dan pandangan masing-masing  tanpa perampasan hak dan harga diri setiap individu, mampu menjalani hidup berdampingan dengan berbagai ras, golongan, dan bangsa apapaun di dalam pergaulan berdasarkan nilai-nilai keadilan dan kemanusiaan.
Akhir kata, penting bagi kita untuk mencari jalan tengah ketika menghadapi ketegangan antara agama dan kebudayaan. Ketegangan yang selalu terjadi itu bukan sesuatu yang harus disesali, karena justru memberikan kesempatan  kepada kita untuk selalu berusaha menjembataninya.
