To realize the goal of education, the government has made various efforts, one of which is to issue a policy in improving the quality of education, both in terms of budgetary and other policies that contributed to the improvement of education quality such as improving the quality of teaching staff and educational personnel, especially in basic education. However, it does not mean there are no barriers at all, it turns out in pelakanasannya there are still problems that until now could not be solved. One of them is still rampant practice of corruption, collusion and nepotism in various levels of bureaucracy. Mechanism for channeling funds and corporate governance and financing tarnsparan not accountable, provide opportunities to users of the education budget to commit criminal acts of corruption. The fact is exacerbated by weak supervision of government officers especially enforcement and related agencies in the use of the education budget, so that efforts to improve and control the quality of education starting from the stage of planning, budgeting, implementation and supervision samapai to be not optimal.Students and People's Coalition Tasikmalaya (KMRT) considers that the practice of corruption in the distribution of the budget for school needs can be minimized with community involvement in this school stakeholders are involved in every process of education. Public participation is expected to increase the effectiveness of the use of the school budget as well as participate in monitoring and evaluating education. participation of community involvement begins with the preparation adalam Schools Budget (APBS) Participatory and Gender Responsive. Public involvement in the management, preparation, and the nomination of APBS and School Activity Plan and Budget (RKAS), considered to suppress corrupt practices and the distribution of the budget for the school needs to be more effective.Transparency in the use of the school budget had been arranged through the Regulation of the Minister of National Education (Permendiknas) No. 37 of 2010 on technical guidance the use of funds the School Operational Assistance (BOS). However KMRT judge that the schools misinterpret Permendiknas, so transfaransi budget management is only informed through announcements posted in the school board information. The way it has not exhibited significantly influence against the use of budgetary accountability efktivitas even education. KMRT think reality is more due to the lack of understanding of the school stakeholders especially parents to Permendiknas above.With the program APBS Partisiaptif and gender are expected to provide insight for all stakeholders proportionate to the governance of school education fund started daritahap planning, implementation and supervision, so that corruption in the distribution needs of the school budget could be reduced.Efforts made by KMRT in cooperation with ICW in running APBS method Rensponsif Participatory Gender in several schools side by side, it had a positive impact, particularly in fostering citizen participation school, in running the program we provide guidance in the four schools, each one of the city , and three of the district, as for the schools including;1. SDN nagarasari 3 (CITY)2. SDN Cikunir 2 (DISTRICT)3. Nagrog MI (DISTRICT)4. SDN ciawang, (DISTRICT)Thus we also have meetings with them stekeholder school, parents, teachers, school committees, principals, and community leaders,Basically the problems that exist in school-parmasalahan we accompany it all nearly the same relative, problems, problems were revealed from the participants who attended the meeting which is called Focus Goup Diskusion (FGD) so terkumpulah-parmasalahan these problems, including;- Prosperity teachers is inadequate,- Facilities and inadequate school infrastructure,- Teachers are rarely coordinated with parents.- Tidaadanya special training conducted by the agency regarding budget revenue and expenditure of school.- The existence of these payments from agencies including district offices, media persons and NGOs,From a number of these problems then we conclude that by increasing the participation of all components of the school, especially parents of students in the planning, preparation of plans and implementation of work programs can improve the quality of school education and can suppress the practice of corruption in the distribution of the budget for the needs of the school so that the budget is in accordance with goals and purposes.
